The bill is based on the EU's Audiovisual Media Services Directive (AVMSD) and could take effect in Estonia as early as 2027 or 2028. It will apply not only to streaming giants (Netflix, Apple TV, Disney+), but also to domestic platforms.
It is estimated that Netflix has around 140,000 users in Estonia, according to ERR, which is quoting Culture Ministry's audiovisual field and digital culture adviser Karlo Funk saying that the measure could add 1.5 m to 2 m EUR to the market each year.
